Congress Just Locked In 5 More Years of Respite Care Funding: Here’s What That Means for Your Family in Hampton Roads

Let’s start with the good news.

Because honestly, families in our world don’t hear it often enough.

On February 3, 2026, a government spending package was signed that included something a lot of families have been quietly worrying about.

The Lifespan Respite Care Program got renewed for another five years.

Funding went up, too – from $10 million to $11 million this year.

If you’re thinking, “Okay, that’s a government program. What does it have to do with me?”

Stick with me.

Because this one actually matters for your day-to-day life more than you might realize.

What Is the Lifespan Respite Care Program?

The Lifespan Respite Care Program is a federal initiative that funds community-based respite care services across the country.

It was first authorized in 2006 and has been reauthorized several times since then.

In simple terms: it puts money into the systems that help families like yours get a break.

Respite care is temporary, short-term care for your loved one so you – the primary caregiver – can step away.

Rest. Handle appointments. Spend time with your other children.

Or just breathe for a few hours without being on high alert.


If You’ve Ever Felt Guilty Even Thinking About Taking a Break, You’re Not Alone.

That guilt is one of the most common emotions we hear from families at CDS.

But here’s what the research consistently shows: caregivers who use respite services regularly are healthier, less burned out, and better able to provide quality care over the long term.

This program helps make that possible – especially for families who otherwise couldn’t afford it.

The program works by providing grants to states and community organizations that build and coordinate respite care systems.

It’s not a direct-to-family payment – it funds the infrastructure that makes local respite services accessible.

Think of it as the plumbing behind the faucet.

Without it, the water doesn’t flow.

When the program is funded, states can train respite workers, create referral systems, and subsidize care for families who need it most.

For nearly two decades, this program has been one of the few federal investments specifically dedicated to helping family caregivers.

Losing it would have left a real gap – one that families already dealing with scarce resources would have felt immediately.

Why This Renewal Matters Right Now

Honestly? Because the timing is everything.

We spend a lot of time talking to families who feel like the system is working against them.

And in many ways, it has been.

So when something goes right – when a program that directly benefits caregivers gets renewed and funded – it’s worth pausing to understand what it means and how to use it.

If you’ve been paying attention to the news, you know the last year has been rough for disability services at the federal level.


Major Medicaid Cuts Were Signed Into Law in 2025.

Pandemic-era funding that helped stabilize the direct support workforce has dried up.

Advocacy organizations like the Arc of the United States and the American Network of Community Options and Resources (ANCOR) have been sounding the alarm about what happens when those investments disappear.

A recent national report found that while direct support professional turnover rates had finally dipped below 40% for the first time in a decade…

Those gains were only possible because of targeted federal and state investments that are now expiring.

Advocates have warned that without sustained funding, communities risk losing the progress they’ve fought for.

Against that backdrop, the Lifespan Respite Care Program getting a five-year extension with increased funding is a genuine bright spot.

It signals that at least one piece of the family support infrastructure isn’t going away.

Senator Susan Collins of Maine, who championed the reauthorization, put it simply…

Respite care reduces mental stress and physical health issues for caregivers, keeping them healthy and families intact.

That’s not political spin.

That’s what we see every day in the families we serve here in Hampton Roads.

And let’s be honest about something.

Before this renewal was secured, there was real concern that the program might not survive.

Backers had been worried about its future for months.

In a political environment where disability funding is under pressure from multiple directions, the fact that this passed with bipartisan support and an actual funding increase is significant.

It tells us that even in a difficult budget climate, lawmakers on both sides recognize that family caregivers need tangible support – not just kind words.


What This Looks Like in Virginia

Virginia already has respite care built into several of its Medicaid waiver programs.

If your loved one is on a Developmental Disability waiver – the Building Independence (BI), Family and Individual Support (FIS), or Community Living (CL) waiver – respite is one of the services available to you.

But here’s the thing: many families either don’t know respite is covered under their waiver, or they haven’t been able to find a provider who actually delivers it well.

We hear this a lot.

A family will tell us they technically have respite hours approved, but they’ve never used them because they couldn’t find someone they trusted.

Or they tried it once with an agency that sent a caregiver who didn’t understand their loved one’s needs, and it was more stressful than helpful.

That’s not respite. That’s just a different kind of worry.

Real respite care works when two things are true…

The caregiver who shows up actually understands your loved one, and you trust them enough to walk out the door without your phone in a death grip.

First, check your waiver.

If your loved one is on a DD waiver, contact your Support Coordinator and ask specifically about your respite hours.

How many are you approved for? Have they been used? If not, why not?

Second, if you’re not on a waiver yet, start the conversation.

Virginia released over 3,400 Priority 1 DD waiver slots in 2026.

If you’re on the waitlist or haven’t applied, now is the time to connect with your local Community Services Board (CSB) and understand where you stand.
